They will most likely lower whenever Someone, or a handful of people, buy a ton of dubloons (10000+) and compete to make the prices lower

Cant Three rings reset the dub prices on oceans? Or do people HAVE to buy dubs to lower them? If so thats pretty gay

lol there's no reason why they would... It stimulates people to buy dubs now more than ever cause they get 2000 PoE of it instead of 1000 
They are even happy with it! 
And OMs make money of that, dunno why they would even think about it
